The Union Cabinet has approved a 78-day Productivity Linked Bonus (PLB) for eligible railway employees ahead of the festive period, with the maximum payout set at ₹17,951 per employee. The government’s announcement says the benefit will cover approximately 11.4 lakh non-gazetted railway staff and involve an outlay of about ₹2,009.61 crore. The payout has prompted a familiar question: why does the stated maximum remain ₹17,951 rather than matching a worker’s actual salary for 78 days?

    What the government has announced

According to the Press Information Bureau’s October 14 announcement, the Cabinet approved a bonus equivalent to 78 days’ wages for around 11,40,770 eligible railway employees. The scheme recognises railway staff’s performance during the 2025–26 financial year. The maximum amount payable to an eligible employee is ₹17,951.

The benefit applies to specified categories of non-gazetted railway employees, including track maintainers, loco pilots, train managers, station masters, supervisors, technicians, points staff and ministerial personnel, subject to the scheme’s eligibility rules. It should not be assumed that every person working for Indian Railways qualifies; employees must fall within the categories and conditions covered by the official order.

    Why is the maximum ₹17,951?

The payout is based on the calculation framework used for Productivity Linked Bonus, which applies a wage ceiling for the purpose of computing the amount. The maximum bonus is therefore not necessarily 78 days of each employee’s current basic pay plus allowances. Instead, the calculation uses the prescribed wage basis and the approved number of days, which limits the maximum payment even when an employee’s actual wages are higher.

That wage ceiling is the key reason the bonus can appear smaller than a straightforward 78-day calculation based on a worker’s full salary. The ₹17,951 figure is the announced maximum under the current formula, not an indication that all employees have identical wages or that each worker will receive exactly the same amount.

    Who will receive the bonus?

The Cabinet statement refers to eligible non-gazetted railway employees and lists several operational and support categories. The precise entitlement depends on the official eligibility criteria, days of service and any applicable rules for the period. Employees should check the circular issued through their department or accounts office for the treatment of individual cases.

PLB is linked to the performance and productivity framework for the organisation, but it is paid according to the scheme rather than as a direct share of railway revenue. The government said the Railways handled a record 1,670 million tonnes of cargo and carried nearly 7.41 billion passengers in 2025–26, citing these results as part of the rationale for the payment.

How much is the total outlay?

The approved outlay is reported at ₹2,009.61 crore. With approximately 11.4 lakh employees covered, the measure represents a substantial annual payment ahead of the festive period. The bonus can be useful for household spending during festivals, but the amount received by an individual will depend on eligibility and the applicable calculation.

    Will the maximum amount change?

Any change to the wage ceiling or bonus formula would require an official decision or amendment to the applicable rules. Employees should avoid assuming that the maximum will be revised unless the government formally announces it. Unions may raise concerns about the ceiling, but demands and discussions are separate from an approved change.

    Bottom line

The Cabinet has approved a 78-day PLB for around 11.4 lakh eligible railway employees, capped at ₹17,951 per person. The cap follows the scheme’s prescribed wage calculation rather than an employee’s full current salary. For individual eligibility and payment details, staff should consult the official railway circular or their personnel/accounts department.
